Larson Avenue Connector (NE 40th to Entwistle)

Amount: $209,700

Project Description: The project is identified in the City’s Six Year Transportation Improvement Program (STIP) and consists of construction of approximately 1,000 linear feet of new arterial street between NE 40th Street and W Entwistle Street, to include two 12-foot travel lanes, a 10-foot parking lane, curb, gutter, and sidewalk, landscaping, new storm drainage, illumination, signage, and striping. This arterial connection will allow traffic to access the lands zoned for commercial and industrial use west of SR203/Tolt Avenue and south of the City’s wastewater treatment plant. Larson Avenue will connect W Entwistle Street to NE 40th Street, which provides alternate access to SR203/Tolt Avenue and be a designated truck route providing truck access to the businesses on the west side of SR203/Tolt Avenue.

East Reitz Reconstruction (Stossel to Milwaukee)

Amount: $200,000

Project Description: This project will reconstruct and widen the 2-lane road with asphalt travel lanes on East Reitz, between Stossel Avenue to Milwaukee to facilitate access to the central business district and schools. It will include a gravel parking shoulder, landscaped rain gardens and a five-foot asphalt walkway on one side and ADA compliant sidewalk ramps. The project scope coincides with improvements being made along Tolt Avenue in order to bring cohesion to the existing network of roadways and pedestrian facilities in Carnation.

East Bird Street Reconstruction (Commercial to Milwaukee)

Amount: $700,000

Project Description: This project will complete a gap of standard width pavement and pedestrian facilities along E. Bird Street with other recent improvements including modifications along Spilman Ave to connect Entwistle Street, the King County Snoqualmie Valley Trail, Fred Hockert Park, and to facilitate access to the central business district and schools. The project scope coincides with improvements being made along Tolt Avenue in order to bring cohesion to the existing network of roadways and pedestrian facilities in Carnation. Stormwater run-off will be infiltrated in a drainage swale, providing water quality treatment, groundwater recharge, and eliminate ponding. The project will also provide one gravel parking lanes.

West Rutherford Street Reconstruction (Tolt to Stewart)

Amount: $76,770

Project Description: This project will reconstruct and widen the 2-lane road with asphalt travel lanes on West Rutherford, between Tolt and Stewart to facilitate access to the central business district and schools. It will include a gravel parking shoulder, landscaped rain gardens and a five-foot asphalt walkway on one side and ADA compliant sidewalk ramps. The project coincides with improvements being made along Tolt Avenue in order to bring cohesion to the existing network of roadways and pedestrian facilities in Carnation.

Stossel Avenue Overlay (Entwistle to Rutherford)

Amount: $18,300

Project Description: This project consists of overlaying the existing street of Stossel Avenue. The process first mills the existing top layer of street, meaning it is ground down 2-3 inches, then is resurfaced with new asphalt. This method ensures that the asphalt does not build up along with complying to current street standards.

Regal Glen Cul-de-Sacs Overlay

Amount: $35,800

Project Description: This project consists of overlaying the existing cul-de-sacs within the Regal Glen neighborhoods. The process first mills the existing street surface, meaning it is ground down approximately 2-3 inches, then is resurfaced, or overlayed with new asphalt. This method ensures that the asphalt does not build up over time along with complying with current street standards.

Preventative Street Repair & Maintenance

Amount: $12,000

Project Description: This project consists of cleaning and filling approximately 52,599 linear feet of cracks in asphalt pavement in the City of Carnation on all or portions of 325th Avenue NE, 326th Avenue NE, 329th Avenue NE, Commercial Street, Entwistle Street, Spilman Avenue, Stewart Street, Blanche Street, NE 50th Street, Regal Street, 327th Place NE, 334th Avenue NE, 336th Avenue NE, Stephens Avenue, NE 40th Street, NE 43rd Circle, NE 42nd Street, NE 43rd Place, NE 40th Place, NE 40th Circle, and NE 42nd Place. Work also includes providing traffic control.

McKinley Avenue Sidewalk (Eugene to Blanche)

Amount: $570,000

Project Description: Project proposal will include street, sidewalk, parking lane, ADA and storm water improvements on McKinley Avenue between Blanche Street and Eugene Street in the City of Carnation. CDBG funds will be dedicated primarily to curb, gutter, sidewalk, stormwater and ADA curb ramp improvements. The proposed improvements will provide a safe pedestrian facility within a predominantly residential neighborhood and link residents to essential services (municipal, dental, educational, library etc.) and recreational opportunities and facilities. Improvements will also include the replacement of non-compliant ADA curb ramp at the Northeast corner of the Eugene Street and McKinley Avenue intersection to allow safe accessibility for the elderly and handicapped.

East Entwistle / NE 45th Sidewalk (329th to 332nd)

Amount: $600,000

Project Description: The proposed street improvement is an arterial that runs east-west and connects downtown to the residential neighborhoods in the eastern half of the city. In the western part of the City the street is called E Entwistle Street, and it becomes NE 45th Street in the eastern part of the City. The project will install approximately 880 LF of 6' wide sidewalk, curb, gutter and stormwater collection and infiltration facilities on the south side of E Entwistle/NE 45th St. between the Swiftwater and Brooktree neighborhoods, including installation of ADA compliant curb ramps and intermittent street trees between the curb and sidewalk. Low Impact Development (LID) features will be incorporated where technically feasible to reduce runoff and provide water quality treatment. The completed improvements will create a safer roadway and complete a missing link in the non-motorized transportation network within our city, assuring adequate accommodation of the transportation needs for pedestrians, bicycles, the disabled, and those transporting small children.
