NOTICE OF PUBLIC HEARING AND SEPA DETERMINATION OF NONSIGNIFICANCE (DNS) CARNATION TOWNHOMES
Site Plan Review (2024.2138.SR0006); Design Review (2024.2136.DM0005); Binding Site Plan (2024.2203.BS0001); and Environmental Review (SEPA) (2024.2201.SE0002)

NOTICE IS HEREBY GIVEN that the City of Carnation will hold an open record public hearing before the City Hearing Examiner for the Carnation Townhomes proposal on October 6, 2025, at 5:00 PM.

PROPOSAL
Name/Applicant: Carnation Townhomes/The New Home Company

Description: The Carnation Townhomes proposal is for an approximately two-acre development consisting of 29 new condominium townhome units and 10 live/work units across 10 buildings. The subject property consists of parcel numbers 8657300005, -040, and -010 and is located on the south side of Entwistle St between McKinley Ave and Stossel Ave NE, within the Mixed Use (MU) zoning district, and adjacent to the local United States Postal Service office. The new buildings are proposed to be 3-stories, standing 32-35 feet tall, and include 3-bedroom units ranging from 1,801-2,030 square feet. The proposal also includes shared and private open space areas, landscaping, pedestrian and vehicular access and circulation infrastructure, shared surface parking and private two-car garages within each unit, and right-of-way improvements.

Permit Application Review Process: The Carnation Townhomes proposal requires subdivision/binding site plan approval (2024.2203.BS0001) and site development/design review (2024.2138.SR0006/ 2024.2136.DM0005), all of which will be reviewed concurrently and processed as Type III and IV permit applications requiring an open record public hearing in which the final decision is made by Hearing Examiner under Chapter 15.09 CMC.

SEPA Determination of Non significance (DNS): The City of Carnation has determined that the above proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and permit application submittal material. This DNS is issued after using the ODNS process under WAC 197-11-355 for which a 14-day comment period was held from January 10-24 2025 and there is no further comment period.

PUBLIC HEARING
An open record public hearing before the City Hearing Examiner will be held and all interested persons are invited to attend, in-person or virtually, and provide oral and/or written testimony.
